Libertines means in the bible: Freedmen. These are likely to be descendants of Jewish prisoners who were taken to Rome by Pompey after Jerusalem was captured. They had already been released. These Jews had a synagogue at Jerusalem, and they are listed among those who opposed Stephen Acts 6;9.
