Hem of garment means in the bible: A significant part of the Israelite’s attire, due to the Num regulation. 15:38-39. The tassel was at the corners of each tallith corner or mantle Matt. 14:36. It was required to be tied with blue thread, which is the color of heaven. These tassels are still worn by strict Jews today, although they are often hidden. They were made conspicuously large by the Pharisees Matt. 23:5. This would be the tassel hanging over the shoulder that was touching Luke 8.44. Also Ex. 28:33-34.
